[Ns-developers] ns-3.9 release updates

Hi all,

We are working hard to try and get ns-3-dev in a stable state for the
first RC tomorrow.  Tom is planning on checking in a few more fixes
(bug 911, waypoint stuff, etc) later this evening.  If you think you
need something in ns-3-dev, please go through me first.  We aren't
officially freezing ns-3-dev just yet, but we would like to keep it as
stable as possible while we make these release candidates.

I hope to get RC1 out tomorrow morning (EDT), and I will post again
when this happens.

*** PLEASE *** do not check in to ns-3-dev without sending me an email
first and confirming.  Thanks.
