Ok, I pushed the change I mentioned previously on the ML to
ref-count-base.h. I have no idea if this is what is needed for the
python bindings because they fail for me with or without the change.

The first step would be to figure out how to make ./test.py run the
regression tests directly to make sure that users do not have to run two
'test' commands. Then, we can slowly migrate the regression tests to the
new test framework.
