RC3 is complete as far as code is concerned, from my perspective.  I
don't plan on making making any other fixes to ns-3-dev until after
the release.  This means punting on TCP fixes and packaging George's
animator.  I will put some effort into pointing people to this code
and other contributions via the contrib page on the wiki.

I got the sense from talking with George that everyone was comfortable
with making the release in its current state; if I am mistaken,
please, let me know about any reservations with releasing the current
ns-3-dev as ns-3.4

The only thing that has changed since RC3 is documentation, i.e. the
release notes and changes have been updated, thanks to Craig.  If
people wish to comment on them, the files can be found here:
