Yes, I am sure.

Wrote /home/gjc/projects/ns/ns-3-wmrp/src/contrib/flow-monitor.h
File local-variables error: (error "Malformed -*- line")

Plus I tried other combinations, trial and error, but could never reach a
working solution.

What Emacs version do you use?
