[Ns-developers] ns-3.4 : Release Procedure Winding Down

There have been no changes checked in since RC3 landed on Friday;
therefore, I am suggesting that we do NOT release an RC today!  This
is mostly good, since it means that ns-3.4 is converging and has been
stable for 3 days.

To keep everyone up to speed, the 3 P1 bugs (TCP close related) have
been reduced in priority, meaning that they will no longer block the
release.  I think it is best to make the release of ns-3.4 on the
promised date of April 1, without fixing these bugs.

The current work in progress is mostly related to documenting the
changes between ns-3.3 and ns-3.4; things like CHANGES.html and the
release notes are being updated.  Let's keep ns-3-dev stable during
the process, i.e. NO code check-ins to ns-3-dev until Wednesday.
Please maintain your check-ins locally, or in a private repo posted on
the code server.

On Wednesday morning, I'll put out the release of ns-3.4.  Thanks to
everyone who has contributed to ns-3 for your hard work so far!
