[Ns-developers] New ns3 API: socket close callback

Here is a last minute API addition for ns-3.4, in order to close out a P1 bug:

Are there any thoughts, questions, comments, or concerns?  If so,

 It is new API, so its only fair that everyone gets a crack at picking
the names of the new methods.
