Gary,

If you mean how to do this within the build system, there was a thread
on the ns-3-users list a little while ago that talked about it.
Search for "link a library."  It's from November 2008.

You can also look in the contributed and examples wscript files, e.g.
for the configurator or DB support in the stats package for examples.
