[Ns-developers] patch: run unit tests as waf tasks

Patch attached that runs unit tests as independent subprocesses controlled
by waf tasks.  To test, run "./waf --check" instead of "./waf check".

This is proof-of-concept; the patch needs a bit more polish before it could
be committed.  Also required a waf bug to be fixed (waf issue 467).

I still empathize with Craig's waf concerns :) however I was still able to
make it work, and the end results seems good.
