[Ns-developers] ns-3-dev open for developement again

I created a branch of ns-3-dev at http://code.nsnam.org/ns-3.5-rc3/ for
the ns-3.5 release so, ns-3-dev is now open for new commits which will
not appear in ns-3.5.
