[Ns-developers] Hold off on commits to ns-3-dev

Hey guys,

I am trying to merge ns-3-rng-changes, and it appears that ns-3-dev is
a quickly moving target; every time I try to merge, there have been
new changesets checked in, requiring the test suite to be run all over
again.

Please, no one commit to ns-3-dev until further notice.
