[Ns-developers] ns-3.4 action plan

There have been 4 "major" things planned for ns-3.4.  Here is the
status and plan to move forward:

----Random Variables----
The changes are undergoing final testing for sanity, and will be
merged within a few days.

----Object Naming System----
The names discussion has wound down, and Craig's repository is
undergoing testing for merge within a few days.

----Ipv4 Routing----
We will continue to try and get all the maintainers on the same page
throughout this week.  Regarding whether or not this will be merged in
time for 3.4 (and possible release slipping), we will make a definite
decision by Thursday when we know more about it's status.

----Tap Netdevice----
Craig's sneak peek will continue to be looked at, and same goes for
this one regarding slipping the release.

There are a variety of issues that will be fixed during the
maintenance phase;  please see the bug tracker for P1 bugs for a list
of these.
