Recently, over the past month, I have noticed that mercurial operations
have started to hang (with increasing frequency).  I don't know if this is
due to increasing load on our server, or to the recent upgrade of the
server OS, but I suspect that the buildbots may be hanging in the download
stage.  

Separately I raised this issue with Josh last night; we need to look into
it.
