By atomic i mean that between the exchange of first two frames

AssocReq + Ack

and second ones

AssocResp + Ack

other stations don't send other frames. But as i told, i think it isn't
so. Unfortunately exchange of management frames isn't atomic.
Sorry for improrper use of term "atomic" but by email it's difficult
explain all this :).
