[Ns-developers] WAF 1.5.4

WAF 1.5.4 was released.  I merged my bazaar branch with 1.5.4, and made a
gjc/ns-3-waf154 branch to use it.  Today I checked that the regression
testing build farm passed the gjc/ns-3-waf154 tests.  I would like to merge
it in ns-3-dev in the next few days, if there are no objections.

I made just one small change.  Now it's "./waf shell" instead of "./waf
--shell".  The new WAF version supports custom commands (unlike before).
"waf --shell" just tells you about this change now.
