[Ns-developers] c0de review submission HOWTO

This sounds OK, but in the end please make sure someone adds these steps to
the Wiki (Developer FAQ).

I remember how lost I was regarding the regression testing stuff until the
instructions were added to the wiki; having to search my email archives
repeatedly was getting tedious..
