[Ns-developers] precompiled headers for python bindings

Here's a patch to add an option ./waf configure --enable-python-pch.  This
activates gcc precompiled headers when compiling the ns-3 python bindings.

The compilation speedup (for the python bindings part alone) seems to be
only around 30%.  I was a bit disappointed, and am not sure whether it is
worth committing this patch.  Anyway, for future web archeologists, here it
is.
