The automatic hg download is for convenience of the ns-3 developers. If
you don't want it, you could download the released tarball:
http://research.wand.net.nz/software/nsc/nsc-0.4.0.tar.bz2

unpack and build it separately and then, copy the generated .so to
ns-3-foo/build/debug/
