[Ns-developers] new IRC timeslot for weekly chats

Until further notice, we're going to try to get maintainers together on 
a best-effort basis on IRC, to discuss bugs that cross maintainer 
boundaries, or other project issues.  Anyone is welcome to drop in.

Time:  Wednesdays, 12:00 Pacific timezone.  This week and next, it 
corresponds to 19:00 UTC.    Starting in November (after daylight saving 
time ends in the U.S.), it will correspond to 20:00 UTC.
