[Ns-developers] proposed ns-3 bug prioritization

I'd like to suggest the following bug prioritization schema, that Craig 
and I discussed on IRC a couple of weeks ago:

P1:  required fix for next release
P2:  required fix for subsequent release
P3:  normal, best effort after P1/P2
P4:  low priority for maintainer
P5:  maintainer requests patches to fix or enhance (will probably not 
get to it otherwise)

So, we would mark all ns-3.2.1 bugs as P1 right now, and ns-3.3 as P2, 
and then once ns-3.2.1 is released, we move P2s to P1s.
