Dear all,

For those contemplating a feature addition to ns-3 who cannot possibly put
together a submission by the November 3 cutoff date for inclusion in ns-3.3,
remember that the last item in the list of milestones for ns-3.3 is,

M18: December 15 -- ns-3.4 Open phase begins.

That means that you can target ns-3.4 for your new feature, and submit it
during the roughly two-month "open phase" for ns-3.4 that will start around
December 15th.
