[Ns-developers] Patch to increase template parameters in callback classes

Hi Mathieu,

Attached is a patch that extends the size of template parameters space
in Callback and TracedCallback classes from 6 to 9, and 4 to 8
respectively.

I have checked it with the current ns-3-dev repository, it seems to be
working fine.
