rAzEs,
People are free to propose whatever project idea they would like; we 
just posted some ideas for suggestions.  However, you might discern from 
the list of suggested projects that we tend to be more interested this 
year in projects that enhance the simulator core or overall simulation 
framework rather than those that focus on specific model development.

OBS support in ns-3 is not on our roadmap, so I would say that it is an 
area where we would look for contributions (such as yours) from the 
research community.
