It is great to see you interested in ns3 !

There are a couple of things you need to know:
- you need to submit a formal application through google's web
interface before march the 31st:
http://groups.google.com/group/google-summer-of-code-announce/web/guide-to-the-gsoc-web-app-for-student-applicants
- you probably should have a look at: http://www.nsnam.org/gsoc.html
and
http://www.nsnam.org/wiki/index.php/Performance_Evaluation_and_Optimization
The latter describes the basic methodology which will maximize the
chances of success for this project. The former outlines one possible
area of improvement where having a new scheduling algorithm might help a
lot many different kinds of simulation scenarios.
- a couple of advice about what makes a successful application: work
really hard to restrict the scope of the project you want to achieve to
make sure you have enough time to complete it within the timeline.
Having a well-scoped project also makes it really easier to come up with
not-too-unrealistic schedule estimations. Planning for 2 or 3 weeks of
integration work is also a good idea.
We look forward to see your application,
best regards,
Mathieu
