[Ns-developers] New P1 bugs

As Craig has noted, since the ns-3.3 release was made recently, we are going
to start gearing up for the next ns-3 release, slated for the March/April
2009 timeframe.  The planned changes break down into fixes to the existing
code and functionality, and new functionality, new models, etc.

As a start, the list of P1 bugs in the tracker have been updated. and
developers have been assigned to each bug.  This is the first official
"ping" to the developers to provide updates on the bugs that have been stale
for some time.

Keep your eyes on the wiki, and the list for further discussion regarding
bugs and new features.
