FYI, I've posted the development release at the below URL:
http://www.nsnam.org/releases/ns-3.0.12.tar.bz2

 From the release notes:

Release 3.0.12 (2008/04/07)
========================
     - Add Attribute support to the TypeId metadata system and add
attribute support to all in-tree models
     - Add a mid-level helper API to build simulation topologies
and perform simple ascii and pcap link-level tracing.
     - Large amount of structural changes to accommodate the needs
of the upcoming python bindings
     - new rate control algorithm (RRAA) and a jakes propagation model
in the 802.11 model (Federico Maguolo).
     - regression test framework added
     - TCP delayed acknowledgements and multitasking server

Since last week's call for review of ns-3-dev, Gustavo did a nice job of
integrating Craig's regression test framework into waf (try "./waf
--regression"), Raj contributed additional TCP improvements, and we made
some improvements to the helper APIs based on some of Craig's suggestions.

To reiterate the upcoming plan, we would like more feedback on the APIs
at both the low- and mid-level (helper). Our focus is now to push
towards ns-3.1 release. Once we get python bindings in place, we will
be ready for an ns-3.1-beta release (hopefully within the next month)
and then we're targeting June 15 for the ns-3.1 release.

Thanks also to the early adopters and users who are starting to give us
more feedback and patches. Please let us know what more we can
prioritize to aid your use of ns-3.

- Tom
