IMO a portion of this project would consist of looking at the ns-2
implementation of DCQ, then looking at the other schedulers already in
ns-3, and then somewhat porting the ns-2 implementation to work with
the ns-3 framework.

The other large portion of this (and arguably the more open ended one)
is to come up with some performance metrics (time), come up with some
real test cases, and do some profiling between the schedulers.

I suspect a bright student could indeed achieve these goal in three months.
