[Ns-developers] 802.11 bug fix when not using RTS/CTS

Done.

The flag is Mac/802_11 bugFix_timer_ and it's set to true by  
default.  I've set the variable to false in all of the validation  
tests that failed (when it was set to true).  Validation tests all  
pass now.
