[Ns-developers] copyright for wiki text

We have to decide on a copyright for our wiki text.  I plan to migrate 
the current ns documentation to the wiki, as well as the web pages.

The copyright on the current ns documentation and web pages is 
ambiguous-- none seems to be strongly asserted.  If anything, it appears 
to default back to the source code copyrights, which are currently GNU 
GPL-compatible with specific exception for legacy BSD and Apache 2.0 
licenses.

Going forward, I propose that the migrated documentation/web pages, as 
well as new material, be covered by GNU Free Documentation License:
http://www.gnu.org/copyleft/fdl.html

I don't have a strong opinion or experience on the options, but GFDL 
seems in line with the overall positioning of the source code licensing 
of the project.

Any comments?  If no objections, I'll post the notice in the next week 
or so.  If there are alternate proposals, we should try to obtain 
consensus on the list.
