You need to run it as follow

./waf --run "scratch/multirate --rateManager='ns3::RraaWifiManager'
--outputFileName='11a_rraa' --ieeeStandard=0 --packetSize=512 --nodeDistance=60
--gridSize=10 --totalTime=30s --scenario=2"
