revised test program

At last, here is a revised version of the test program that reproduces the bug. 

It basically does what proposed by Tom, with the only exception that it does
not report failure. The reason is that virtual collisions do not result in a
lost packet, and there is no trace source related to virtual collisions. Hence
you need to look at the logging of DcfManager to see that there is a virtual
collision.
