I reopened this bug because the problems with PacketMetadata still occur - just
after using packet fragmentation / appending packets to a buffer packet more
often. The 3 files attached should provide more information: One contains the
AddAtEnd method as I see it (with the NS_LOG_INFO commands added). One contains
the log of INFO level and the other one level ALL for the very last call of
PacketMetadata::AddAtEnd().
