I disagree with tom on this one: I see no point in silently allowing an invalid
call to LogComponentEnable, and modularity is irrelevant here: NS_FATAL_ERROR
seems like an appropriate way to flag this.

However, I do agree with tom that we should make sure that the NS_LOG env var
parsing code should behave like LogComponentEnable.
