Applied patch to NS-3.9 - assert failure still there.

Tried commenting out the NS_ASSERT - results shows that distribution of
(successful) backoff values are heavily skewed to the high side. (Without the
patch, we get a tiny number for 0-slot and the rest uniformly distributed
across the other slot values.
