patch against ns-3-allinone to fix nsc build output dir

One other thing we are missing is correct build functionality in ns-3-allinone.

Attached is a small patch there. The idea is that we want the resulting NSC
libraries to be in the nsc/ directory; rather than in their subdirectories -
the current build command doesn't really issue the right scons command-line.

Patch should be applied against the head of ns-3-allinone.
