patch for bug 802 and 919

Thanks Mathieu for pointing out accessing index out of bound.
GetNSupported(station) should only be call once after allocating the table. 
This patch fixed both bug 802 and 919 and put minstrel rate back to test.py. 
Let me know if you still have any problems.
