patch for changing Packet::RemovePacketTag (Tag &tag) into a const method

The patch changes the Packet::RemovePacketTag (Tag &tag) method into a
Packet::RemovePacketTag (Tag &tag) const method.

Don't know if this is aligned with the design of Packet class.
