minor tweaks to Gustavo's previous patch

I ended up pretty much back at the same point as Gustavo's previous patch (just
changed "IsNearlyExpired()" to "IsExpiring()" and I could not make it private
since it is needed by ArpCache code.  This has a bit more doxygen surrounding
the two methods to allow users to distinguish.

Will transfer bug to Raj for approval and pushing to ns-3-dev.
