And Mathieu mentioned he envisions the PcapTrace being worked out of our code
at some point in favor of a helper.

The patch essentially copies the current PcapTrace functionality into
InternetStackHelper, i.e. 

InternetStackHelper internet;
internet.EnablePcap("traceName");
