[Ns-announce] ns-3.15 released

I'm happy to announce the release of ns-3.15, now posted on the project 
web server.  This release follows ns-3.14 from just two months ago, and 
is a maintenance release with one significant change.  The random 
variable implementation has been refactored to allow users to have 
better control over the assignment of underlying pseudo-random 
sequences, or streams, to random variable objects.  The ns-3 manual 
contains details about this change.

ns-3.16 is presently scheduled for mid-December.
