Members of the University of Koblenz-Landau will offer their courses, and an accompanying program in regional culture is scheduled. The faculty's attractivity for foreign students and young researchers will be increased since they will get an impression of teaching and research in Germany and particularly at our university. This is also an offer to students of our numerous partner universities to participate in student exchange. For our own students the objective is intercultural experience: learning to study in a foreign-language environment. The Summer Academy is also designed as an incentive to take courses at a university abroad. The research groups of the department do not only cover a wide area of computer science. The research competence of some groups includes also business & administration and information management. For students, this wide spectrum of research topics allows for a number of attractive options. Beside computer science, they may specialize in computational visualistics, information systems or information management. At the same time, the department is capable of analysing the development and economic deployment of information technology from various, synergetic perspectives. All research groups of the department combine the effort towards a theoretical foundation of their work with a pronounced orientation towards practical problems. For the professors and lecturers of the department, teaching and attending students is of pivotal importance. Their doors are always open for students. Usually, teaching is done in a highly interactive mode. An increasing number of lectures are taught in English. Constitution for North American digital government society and international digital/electronic government society approved by wide margin! Many people with an interest in digital government research have been working steadily at least since the 2005 dg.o conference to create a scientific society that will give an organized voice to digital government researchers throughout the world. I'm very pleased to announce that our recent vote on the constitutions of the North American society and international society resulted in overwhelming approval of both. The constitutions were drafted by the Constitution Creation Committee, which included Eduard Hovy of DGRC and USC/ISI, Stuart Shulman of the University of Pittsburgh, and Theresa Pardo of CTG and the University at Albany, with input from the community. You may find the text of the approved constitutions at: Overall, we had 90 voters participate from throughout the world. The system was open for voting from Feb 14 to March 13, 2006. The process was administered by Jochen Scholl of the University of Washington. Voters could only vote "yes" or "no". However, they were allowed to attach comments to their votes. Several voters noted in their comments their intention to abstain. After reviewing voters' comments for their expressed intent to abstain from a yes or no vote, the final results as reported by Jochen Scholl are: North American Digital Government Society Constitution: Yes: 79, Abstentions: 7; No: 4 Global/International Digital/Electronic Government Society Constitution: Yes: 88; Abstentions: 1; No: 1 The next stage for the North American society will be to organize the elections of its officers. These include: - President - Treasurer - Secretary - President-Elect - Board Members (3) An Election Committee, consisting of the Constitution Committee plus Jochen Scholl, was formed at the dg.o 2005 conference. They will soon publish a call for nominations, which will be followed by a vote. Remember that people from any part of the world may join, vote, and be elected to office in the North American society. We encourage anyone who is interested in participating in North American digital government activities to join! The abovementioned vote accepted a draft constitution for a global/ international society as well. This society can, of course, only be finalized only after at least two regional societies have been formed and have nominated members to the global/international society board. We are thus waiting for regional societies in Europe, Asia, and other areas to be formed before proceeding with the international organization. Bray served for several years as the IT Chief for the Bioterrorism Preparedness and Response Program at the U.S. Centers for Disease Control and Prevention (CDC), where he coordinated the IT aspects of BPRP?s response to 9/11, anthrax, West Nile, SARS, monkeypox, and other disease outbreaks. In 2004, he received the CDC?s Director Award for his leadership in information systems. Bray is now working towards a PhD in Information Systems in the Goizueta Business School at Emory University. This half-day tutorial session on May 21, 2006 will be an in-depth discussion on the intersection of national security, public health, and information technology; specifically how information technology can be used for both bioterrorism preparedness and response. At that meeting, we introduced the newly elected officers and board members and began to define committees for accomplishing our mission. Over the summer we expect to accomplish a great deal as outlined below. COMMITTEE NEWS: Since May, we have begun the process of creating a formal society. Key activities include incorporation and establishment of accounts, and development of charters for key committees. A modern government using innovative ICT has become an increasingly important factor of competitiveness and growth in the global knowledge society. In recent years, many nations have revised their existing strategies for public sector modernization and transformation of eGovernment. In Europe, member states have adapted them to meet the objectives of the EU strategies such as i2010 and the Lisbon agenda. Also specific national foci have been revised in these eGovernment strategies. However in most cases, these strategies and activities are short to mid-term oriented. Looking into the future and investigating developments of the future are key elements for strategic policies beyond eGovernment implementation strategies of the next 3-5 years. Research is needed to nurture developments we want to enable and to avoid futures that are not desirable. eGovRTD2020 is a project co-funded by the European Commission under the 6th Framework Programme of IST. It aims at sketching eGovernment in 2020 and, thereby, identifying future strategic research fields for the development of eGovernment and the public sector. The methodology consists of both scenario building and roadmapping. Visions have already been described through scenarios, which detail governments, society, and economics, as well as their interaction with modern ICT. In the current phase of the project, guidelines for eGovernment research programmes and national long-term eGovernment policies will be developed. The resulting research roadmap(s) will support the implementation of the vision of the European Community: to transform the European Government landscape into a coherent community anticipating customer needs and making use of the available potentials of innovative ICT. The international project team recognizes that these challenges are global ones. As the American partner in this project, I therefore invite you to participate in the current phase of roadmapping future research on eGovernment.
