At the recent digital government research conference in Atlanta (dg.o2005), a large group began a discussion about the prospects for a sustainable "community" of people who are interested in discovering and applying new knowledge about digital government. At some point in the future, this community might launch a formal organization, but first we want to have a broad and open discussion about the desirability and dimensions of a "digital government community." This discussion will take place on line within the next six weeks. Via an electronic board we will facilitate a threaded discussion about such topics as purpose, values, the needs of government, the role of research, the link between research and practice, and others. At the end of the six weeks, the moderators will summarize the discussions and conduct a short survey leading to proposed mission statements for the community to consider that might serve as a starting point for a more formal organization. This message summarizes what was said and what was agreed to at that meeting, for the benefit of people who couldn?t attend it, and as a reminder to those who did. Regarding our future: ? The NSF has graciously agreed to support the dg.o conference series for another year ? which means that by next year we must have a plan in place to make the conference self-sufficient from 2007 onward. This will not be very difficult from the financial standpoint, since as it currently operates, conference activities roughly break even. NSF support has been used to provide some paid personnel who are involved in conference planning. These tasks will have to be taken on by volunteers ? or else additional money-generating activities need to be planned. ? The most natural organization to take over would be a Digital Government Society (with a name yet to be determined). It would have officers elected by the DG community and would be responsible for developing the DG community and for various activities, including an annual conference. Several activities related to creating the society were identified at the meeting, and people volunteered to lead community-wide efforts to investigate and/or plan them. These activities were: 1. Mission and name for a society: Sharon Dawes, Enrico Nardelli and Jochen Scholl. Jochen, Enrico and Sharon have already set up public discussion boards where these questions are being openly debated. The results of the discussions will be used to develop proposals that will be presented to the community. Constitution, organizational structure and relationships with other existing groups: Ed Hovy, Theresa Pardo and Stu Shulman. Among the questions to be answered are, should this be one international society, or should it be an umbrella group of national societies. What would the constitution look like? Should we affiliate with the ACM or some other society? 3. Thematic organization: GP Patil and Norm Sondheimer. GP Patil presented at the meeting a proposal for giving the society a thematic structure. This would mean that members would participate in interest groups within the society. This would help members find others with common interests ? a potential problem in a field as diverse as digital government. The list of areas needs to be identified and the functions of the subgroups need to be clarified. 4. Conference planning: Jos? Fortes and Ann Macintosh. These are the conference co-chairs for dg.o2006. While we?re at it, the program co-chairs are Judy Cushing and Theresa Pardo. They will all be seeking additional volunteers to handle workshops, tutorial, BOF sessions, demo sessions, etc., and to participate in the program committee. Another question that needs answering is, which additional conferences will we co-locate with, if any? (This year we did so with the ISI-2005 conference.) 5. Publicity: There currently exist several publications aimed at the community that would probably also need to be taken over by the society, including the dgOnline electronic newsletter and web sites. However, the decision was to wait with this until matter the mission of the society was clarified. 6. Journal: Alan Karr. Do we want to create a new journal? Do we want to affiliate in some way with an existing one? 7. Elections: Jean Camp. Set up mechanisms for on-line voting on questions that are developed as a result of the work described here. 8. Leadership of the effort: The whole group, with Val Gregg guiding and supporting the process. She will make sure the process moves forward at a reasonable pace as outlined below. For fostering digital government research and practice around the world, there was agreement that a future Digital Government Society might play an important organizational, communicative, and informational role. It was decided to explore the prospects of such a society in more detail. One initiative among others in this context was the development of a mission statement for the prospective society.
