The federal government must revise current visa restrictions for foreign
scientists, engineers and qualified students if the United States is to
maintain
the vitality and quality of its research, said the presidents of the
National
Academies in a statement last week. "Recent efforts by our government
to
constrain the flow of international visitors in the name of national
security
are having serious unintended consequences for American science,
engineering and
medicine," they said. "We ask the Department of State and its consular
officials to recognize that, in addition to their paramount
responsibility to
deny visas to potential terrorists, the long-term security of the
United States
depends on admitting scholars who benefit our nation."

Could current publication practices in the life sciences inadvertently

Thursday, Jan. 9, the National Academies and the Center for Strategic

To the Digital Government Community:
The National Science Foundation has announced the Partnerships for
Innovation (PFI) grant program, which may be of interest to you.
SYNOPSIS:
The goals of the Partnerships for Innovation Program are to: 1)
stimulate the transformation of knowledge created by the national
research and education enterprise into innovations that create new
wealth, build strong local, regional and national economies and improve
the national well-being; 2) broaden the participation of all types of
academic institutions and all citizens in NSF activities to more fully
meet the broad workforce needs of the national innovation enterprise;
and 3) catalyze or enhance enabling infrastructure necessary to foster
and sustain innovation in the long-term. To develop a set of ideas for
pursuing these goals, this competition will support 15-25 promising
partnerships among academe, state/local/federal government and the
private sector that will explore new approaches to support and sustain
innovation.

SPECIAL ANNOUNCEMENT :
DG Program Move Will Alter Proposal Process
CISE reshuffle likely to eliminate pre-proposals, change deadlines
As you may be aware, the Computing and Information Sciences and =20
Engineering
Directorate at the National Science Foundation is being reorganized.
It is anticipated that the reorganization will become effective October =20=
1, 2003.
It is our understanding that a "dear colleague letter" will be released =20=
in the coming
weeks that will provide much more information about the reorganization.
General information about the proposed reorganization can be found in =20=
this presentation:
http://www.digitalgovernment.org/news/stories/2003/0803/=20
0803_cise_allhands.pdf ,
which is also viewable in slideshow format for IE users here:
http://www.cise.nsf.gov/news/=20
display_news_item.cfm?evnt_id=3D20079&division=3Dcise
As a result of the reorganization, it is likely that the Digital =20
Government
Research Program will be transferred to the Division of Information and
Intelligent Systems (IIS): =20
http://www.cise.nsf.gov/div/frst_tier.cfm?page_id=3D5&div=3Diis
This division will support research in several broad domains including:
=95 Systems in context
=95 Understanding, inference, & data
=95 Data-driven science
Larry and I have had several opportunities to brief our new Division
Director, Michael J. Pazzani; information about Dr. Pazzani's research
interests can be found at: =20
http://www.ics.uci.edu/~pazzani/Research.html
He seems very supportive of the program's goals, objectives and research
portfolio. One request that Dr. Pazzani has made which Larry and I will
honor is to require full proposals (not pre-proposals as we announced =20=
at the
May dg.o2003 meetings). The new DG program's deadline for proposals =20
will be
in mid-December (exact date TBD). Our deadline will be the same as the
other IIS programs. This will enable proposals to be reviewed in =20
multiple
panels if appropriate.
We will continue to keep you posted of other changes as they develop.
Stay tuned.
Valerie and Larry

=20
will be considered for inclusion in either a special issue of an =20
existing scholarly journal or for a possible new Digital Government =20
Research Journal currently under discussion.=A0We encourage submission =
of =20
papers that advance the emerging field of digital government research.
Note: We expect to invite the best submissions in all categories to an =20=
=93NSF Digital Government=94 workshop, to be held in the Washington, =
