Dear Digital Government PIs:
We’d like to update you on our plans for the dg.o 2004 National
Conference on Digital Government Research

The important points are listed here and explained in more detail below.
o The NSF requests that all projects submit a Project Highlight to the
dg.o 2004 Conference
o All projects should participate in the dg.o Conference and present
their Project Highlight. All projects will be presented at the
conference. Most projects will be presented during the conference
sessions. Some projects (perhaps the newer or smaller projects) may be
presented during the poster/demo sessions.
o All projects are encouraged to submit demo proposals.
o All projects are welcome to submit poster proposals, as appropriate.
o Everyone is welcome to submit a proposal a for Birds-of-a-feather
session.
o Research papers are longer now (10 pages rather than 6) and will be
reviewed, in depth, by the program committee. We expect to accept
between 10 and 15 papers. The best papers will be considered for
inclusion in either a special issue of an existing scholarly journal or
for a possible new Digital Government Research Journal currently under
discussion. We are looking for papers that make a contribution to the
emerging field of digital government research.
o Short papers have been eliminated.
o NOTE: We expect to invite the best submissions in all categories to
an NSF Digital Government Workshop, to be held in the Washington, D.C.
area following the conference to highlight the Digital Government
Program.
All submissions to the conference must be made through an automated
system, available at:
http://www.dgrc.org/dgo2004/papers/
The system will be accessible January 16, 2004 to February 6, 2004 at
this address. Late submissions or revisions will not be accepted. NO
EXCEPTIONS.
Project Highlight Submission: This year a new track called NSF Project
Highlights has been introduced in the Digital Government Conference to
showcase the NSF Digital Government Projects.
Step 1: Each project should submit an MS PowerPoint file describing
its most interesting, exciting, and challenging aspects. You must
address the following 10 topics (e.g., have 10 slides). You may use
extra slides (e.g., to describe multiple success stories). This format
is designed to be simple and easy for you to fill in, simple and easy
for us, your NSF program directors, to use when we describe your
project, and useful for you as you respond to the annual request from
NSF for “nuggets” and other information (to be responsive to the
Government Performance and Results Act GPRA). (Note that the NSF
request for GPRA information will be sent to you very soon.) We
encourage you to describe the most interesting aspects of your project
in each category below – the kind of information that you’d like to
present at the conference.
Please prepare 10 slides with the following information:
1. Project title
2. Types of collaboration with government partner (e.g., through
cost-sharing, direct support, advice and feedback) and with other
closely related grants
3. Scientific research objective
4. Accomplishments
5. Management structure for the project, including government partners
6. Collaboration examples and success stories
7. Broad impact
8. Challenges/barriers
9. Research value when working in DG domain
10. Recommendations for improving DG program
Step 2:Each project will receive constructive feedback from the program
committee, including feedback from the NSF program officers, on its
Project Highlights submission. The program committee will also inform
you of the venue for your project highlight at the dg.o 2004
Conference. We expect the feedback to be ready for you on March 12,
2004. You will be able to see your feedback by logging into the online
submission site at: http://www.dgrc.org/dgo2004/papers/
Step 3: Each project should write a 2-page project description that
will appear in the printed proceedings for the dg.o 2004
Conference. You are encouraged to describe the most interesting aspects
of your project in your write up. You can also include references to
your project website(s) or other materials.
Step 4: Each project should present their Project Highlight at the
conference, in the venue chosen by the program committee.
Demo, Poster and Birds of a Feather Submissions: You are encouraged to
submit 2-page demo proposals, poster proposals, and birds-of-a-feather
session proposals for consideration at the conference. One of the
highlights of dg.o conferences is the demonstration/poster sessions,
held in special sessions to the accompaniment of good food. We
encourage demos that accompany papers or project highlights (in which
case, please submit both a system demo description and a paper or
project highlight). Each demo station will have a table, an easel, and
Internet access.
Research Paper Submission: You are encouraged to submit research papers
that make a substantial contribution in the field of digital government
research. The research papers can be up to 10 pages in length and will
be reviewed by a minimum of three reviewers from the program
committee. We expect to accept about a dozen research papers. Note:
this is quite different from prior years where nearly all papers, both
short and long, were accepted. Also note that the “short paper”
category has been eliminated for this year.
