Just to clarify .. wont the tracker add node IDs of every request (be it assignment or interest) to the 'peer' table ? (since the tracker does not really care who has the file, he is just interested in knowing who is interested in a file) .. If yes, then, the next request from a node for an assignment will invariable result in a reply with its own ID in the reply (if the tracker still hasnt heard from any other node) ... So, basically sending a reply would become inevitable in this case.
