[Csci551-talk] how many formatted messages

Do we need to consider the formatted messages in Appendix A as two standalone messages:
one formatted for client-tracker flow and another for tracker-client or is it one message that
works for both flows and uses message type to tell which parts of it to read?
I am assuming that by neighbors is meant clients who have segments that the requestor is
interested in. It looks like this message can be of variable length depending on how many
neigbours we have, right? Or should it be sized to the max number of clients?
