I think what is confusing is the association that has been made in
the project spec that states "discarded packets by freeloaders should
be like packet loss". The bottom line quesiton is should we keep any
stats on the "refused" packets or just make an entry in the log file only?

I am not sure what you mean. We had specified that the sender of arequest decides according to its drop prob to drop a packet. And thedrop statistics were kept based on that, not at the receiver. Thereceiver did not drop a pkt on reception. So Free loaders still have todrop pkts that are outgoing. They refuse the pkts that they receive. Ihope this is clear. Thank you.
