You should start from 4 and then go to 8. basically you should keep
track of what is the earliest packet that you have to send sequentially.

Suppose I send out 8 segment requests from segment numbers 0 to 7 and I
lose segment 4 (say, due to packet loss), how should the sequential
segment selection algorithm work in this case ? Next iteration will
cause requests from segment numbers 8-15 .. or do you want us to keep
track of what segments werent received and request that first (example,
segment number 4 first and then 8-15) ? Same thing applies to the T
algorithm (the sequential part).
