I believe in Project A, the simulation of transmission delay is applied
ONLY to "REPLY" message, but not "REQUEST" messages. Now in Project B,
from looking at the example given at the end of section 2, it seems like
the delay applies to all the outgoing message, including "REQUEST" and
"REPLY" messages, in the addition of the new bandwidth requirment. Is
this a correct interpretation of the spec?
