Very true.. Because the freeloader that doesn't get anything for
itself.. Is not even a free loader :).

I dont think ALL the packets should be dropped by the freeloader. 
Packets of type seg_reply and info reply  should be accepted.

Also the message have to be logged by the freeloader as *REFUSED* for
info request.

Yes you should be able to. note that the drop probability is at the
sender, while the freelloader decides on receiving the packet that it
should be dropped. However, from the log files the senders log file
would not be different!

Is it correct to assume that we should still be able to handle packet
drop probability, so our condition for dropping should be either
probability criteria is met or the guy is a freeloader?  If yes, then
the number of packets dropped  will be the sum of those?
