We had an excellent and enthusiastic start to this project with five APRU universities actively interested and participating (University of Southern California, University of Californa at San Diego, Far Eastern National University, National Autonomous University of Mexico, and National Taiwan University). The idea of collaborating on a high-school/university marina science project was well received. We came up with several ideas and discussed some problems and solutions such as differing course schedules and the opportunities afforded by WebCT. However, the small APEC grant did not allow for a large project. Unfortunately, this project has not come to fruition. This is partially due to insufficient funding and resources; the original purpose of the APEC grant was to work with our Lucent grant to attract other participants and to allow the project to function. Unfortunately, with the dot-com bust, Lucent was unable to provide their funding. Later, between SARS and other factors, it was difficult for the project to move forward and we lost traction. When we moved the location to Beijing, we had bureaucratic red-tape from the APEC Secretariat that forced us to get funding from other sources. More importantly, we have spent over the grant amount (from USC funds, the grant was never accepted since it was a reimbursement grant) in my time and resources, so we have decided to cut our losses and end the project. We would like to thank the U.S. Delegation, APEC, and the Industrial Science and Technology Working Group (ISTWG) -- and you -- for your support of this project. I hope that you will all plan on attending the APRUNet "Distance Learning and the Internet" conference to be hosted by Far Eastern National University in Vladivostok, Russia 4-7 October 2005. The conference web site is: http://www.fenu.ru/?a=page&id=488 This major international conference will explore global issues in distance and distributed learning with a special emphasis on issues of concern to Pacific Rim universities. The conference will be attended by representatives of the Association of Pacific Rim Universities (APRU), a consortium of 36 leading universities of the Pacific Rim. Speakers from other universities are also welcome to this conference. The DLI 2005 conference is hosted by the Far Eastern National University , the only Russian member of the APRU. It is the sixth "Distance Learning and the Internet" conference organized by APRUNet . The previous yearly international DLI conferences took place from 2000 to 2004 hosted by APRU universities around the Pacific Rim. APRU DLI conferences bring together leading distance learning experts from academia, business and government from around the world . A primary objective is to foster new international distance learning projects and partnerships around the Pacific Rim. The conference covers the following sub-themes: 1. Content development in distance and blended learning 2. Infrastructure, technology trends and challenges 3. Cultural exchanges through distance learning 4. Student issues in distance learning and the Internet (we are especially interested in actual student experiences and presentations) It is highly recommended to register by 15 August 2005 in order to expedite processing of visas.
